The audience of the propaganda are the US citizens that have not been recruited yet. This propaganda was used to make more people enroll in the US army. The publisher of this propaganda is Galloway Litho, an artist who wanted to support WWI by contributing what he can do.
The main idea of this propaganda is to make the people that has not yet enrolled be ashamed for even a dog would go on the battlefield to help.
In this picture, a dog is on the battlefield with two Red Cross symbols on its "uniform". Under the picture, text is as shown as" EVEN A DOG ENLISTS, WHY NOT YOU?" Most people see themselves superior to dogs. When those people see that a dog have done something that they have not yet don't, the people would feel ashamed by themselves and enroll as fast as they could.
This propaganda is very effective as it uses the nature of humans to make people feel ashamed if they have not yet enrolled, and therefore will make the amount of people joining the army bigger.
